Heating and insulation grants
As part of Government’s Energy Company Obliity, there are currently PS4 billion in funding.
Energy companies are required to make improvements in the efficiency of houses of households eligible for this grant.
The property has to meet the requirements of its Energy Performance Certificate .
Benefits that qualify for ECO4 grants
You are entitled to the ECO4 scheme if you:
- Pension Credit
- Universal Credit
- Earnings-based Job Seekers Allowance
- Earnings Related Employment & Support Allowance
- Tax Support
- Housing Benefit
- Tax Credits for Children or Workers
If you are a single parent or a couple with fewer than three children, then your income must be below the threshold. Limits vary between couples and single people, and are based on how many children each has.
You may also be eligible for funding if you do not claim any of these benefits. The ECO4 Flex rules are open to households who do not claim any benefits, earn less than PS31,000 per annum and have health conditions that can be aggravated by a cold house.
To apply for ECO4 Flex, your council must publish a statement of intention. Many councils won’t allow any applications before late 2022 or 2023.
Energy performance rules
The energy rating of your house determines whether you are eligible for the ECO4 program. The Energy Performance Certificate for your home will show this rating.
Only properties that have EPC ratings of F, G, or E can be considered for ECO4. Energy companies are limited to spending 15% of the funding they receive on properties in Band D.
You do not qualify if your home has an EPC of A or C. This rating is only given to properties that are well-insulated and sufficiently heated.
You can view all existing EPCs on either the Energy Performance Certificate Register of the UK government (England & Wales) or Scottish Energy Performance Register for Scotland.
A Registered Installer will estimate your rating and produce an EPC on approval of the application if you do not have one.
What kind of insulation will a grant cover?
Grants are generous and can be used to purchase a wide range of properties.
- The Air Source Heat Pump
- Homeowners only: Boiler upgrades (non condensing boilers)
- Cavity wall insulation
- Electric heaters for homeowners only
- The first time you use central heating, if there has been a connection to gas before 31 March 2022
- Insulation of internal walls
- Loft Insulation
- Insulation for lofts that have been converted to rooms
- Underfloor insulation
Some people may receive enough money to cover the cost of installing insulation or other measures. Some people may receive part of the funds and be required to pay the remainder.
